Last April 26, 2011, President Benigno S. Aquino III appointed Judge Oscar C. Herrera,
Jr. as Justice of the Sandiganbayan.
Prior to his appointment, Judge Herrera was a presiding judge of the Regional Trial
Court (RTC) of Bulacan. He has been an RTC judge for 17 years.
He has also been a law professor for 24 years, having taught Civil and Remedial Law,
Practice Court and Trial Technique, Law and Values in the University of Sto. Tomas, San
Beda, and Pamantasan ng Lunsod ng Maynila.
Judge Herrera has received a number of awards during his career, including the
Centennial Award for Judicial Excellence in Region III (2011); the Chief Justice Ramon
Avancena Award for Judicial Excellence (2003); and the Dangal ng Bayan Award (2004).
Judge Herrera has been considered by the Judicial and Bar Council (JBC) for promotion
more than 20 times. He made it 12 times to the shortlist of nominees submitted by the
JBC to former President Gloria Macapagal-Arroyo (nine times for the Court of Appeals
and three times for the Sandigan Bayan), but was repeatedly bypassed.
