CALAPAN CITY, Oriental Mindoro, March 26 (PIA) – To control panic buying and hoarding of basic necessities and other essential medical supplies in the market, the Department of Trade and Industry (DTI) recently issued Memorandum Circular No. 20-07 on Anti-Hoarding and Anti-Panic Buying to sellers, retailers and consumers in the province.
The circular enjoins the retailers to sell and consumer to buy basic necessities in quantities that are sufficient to meet the household needs for a maximum of seven days only.
In his report, DTI Provincial Director Arnel E. Hutalla specified the following food items that are subject to limitations: Noodles-mami, pancit canton ( 5pcs. per type, per brand); Locally-produced canned sardines (5 cans per type for regular size, 3 cans per type for big size); Canned regular milk (5 cans per type, per brand for small size and 2 cans for bigger size); Powdered milk in sachet (2 bundles per brand are allowed); Instant coffee in sachet ( 2 bundles per brand); Mineral water (10 bottles for small, 8 bottles for medium, 5 bottles for large and 2 bottles for extra-large); Loaf bread (4 packs for half loaf and 2 packs for whole loaf); Disinfectant alcohol (2 pieces regardless of volume); Hand sanitizer (2 pieces regardless of size); Disinfecting liquids (2 pieces regardless of size); Bath soap (5 pieces if individually sold and 1 pack if sold as a pack); Toilet paper (10 pieces if sold per roll and 1 pack id sold as a pack); and Face mask (5 pieces N-88 of any brand and 5 pieces N-95 of any brand or type).
In Calapan City and other municipalities in Oriental Mindoro, face masks, alcohol and vitamin C have ran out of supply. The DTI Circular hopes to put control to panic buying and hoarding of these items. Business owners have posted the regulation in conspicuous areas inside their establishments.
Hutalla said the implementation of price freeze of basic necessities has been enforced following the declaration of a State of Calamity for 60 days until May 15, 2020. Consumers are enjoined to report any individuals or retailers who do not comply with the provisions of the anti-hoarding and anti-panic buying by calling the One-DTI (1-384) Hotline or at DTI Provincial Office at 043-4411118.
